Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #24–213–48 with Desarrollo Familiar, Inc., a non-profit
corporation, in an amount not to exceed $258,462, to provide mental health services in West
County for the period from July 1, 2011 through June 30, 2012. This Contract includes a
six-month automatic extension through December 31, 2012, in an amount not to exceed
$129,231.
FISCAL IMPACT:
This Contract is funded 18% by Federal Medi-Cal, 39% by Substance Abuse/Mental Health
Services Administration (SAMHSA) Grant and 43% by Mental Health Realignment. (No
rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing information and
referrals, consultation and education, and outpatient mental health services for
Spanish-speaking, mentally ill clients in West Contra Costa County at Familias Unidas
Counseling

BACKGROUND: (CONT'D)

On December 14, 2010, the Board of Supervisors approved Contract #24–213–47 with
Desarrollo Familiar, Inc., for the period from July 1, 2010 through June 30, 2011, which
included a six-month automatic extension through December 31, 2011, for the provision of
mental health services in West County.
Approval of Novation Contract #24–213–48 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, a significant number of County’s mentally ill,
Spanish-speaking adult clients in West County will experience reduced access to the
information, referrals, consultation, education, and outpatient mental health services that
they need.
