A. Approve and Authorize the Health Services Director, or his designee, to execute, and
transmit an application #20-1004-11, along with the necessary certifications and assurances
to the Contra Costa County Department of Conservation & Development for funding from
the Emergency Shelter Grant program, for the operation of the County’s Homeless Shelter
Program at the Richmond and Concord sites during fiscal years 2012-2013 and 2013-2014;
and
B. Authorize the Health Services Director, or his designee to accept up to $90,000 each year
in Emergency Shelter Grant funding (if awarded) and enter into a contract with the Contra
Costa County Department of Conservation & Development, for the operation of the
County’s Homeless Shelter Program at the Richmond and Concord sites and to perform all
responsibilities in relation to receipt of the funding and contracted provisions for receipt of
operating funds for the operation of the program.

Subject:Application #20-1004-11 with Contra Costa County Department of Conservation & Development to receive
Emergency Shelter Grant (ESG) funding
FISCAL IMPACT:
The funds requested of the ESG are for two-years and are essential to providing adequate
emergency housing and supportive services to individuals year-round. County General
Funds committed to the operation of the shelter will be used to fulfill the 100% match
requirement. No additional appropriation needed.
BACKGROUND:
The Health Services Department seeks funding to operate the emergency shelter program at
full capacity on a year-round basis. The Emergency Shelter Grant (ESG) program, funded
by the U.S. Department of Housing and Urban Development, is a source of public funding
providing valuable housing and service benefits to low-income residents of Contra Costa
County. Current funding sources are not adequate for operations of the shelters at full
capacity on a year-round basis.
Approval of Application #20-1004-11 will allow the County to submit application of ESG
funding to the Contra Costa Department of County Conservation & Development, for
continuous services and operation of the County’s Homeless Shelter Program at the
Richmond and Concord sites and to perform all responsibilities in relation to receipt of the
funding for the period from July 1, 2012 through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive funding and without such funding,
the emergency shelter program may have to operate at a reduced capacity.
