HomeMy WebLinkAboutMINUTES - 01102012 - C.51RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept Contra Costa County Department of Conservation and Development, Redevelopment and Economic Development, Community Development Block Grant funds in the amount not to exceed $22,000 to support the Bay Point Works Community Career Center for the period of fiscal years (FY) 2012-13 through 2013-2014. FISCAL IMPACT: County to recieve up to $22,000 ($11,000 for FY 2012-2013, $11,000 for FY 2013-2014), 100% Community Development Block Grant funds . (No County match) BACKGROUND: The grant funding will support the Bay Point Works/SparkPoint Community Career Center's ongoing programs and program staff. The community-run employment center is a major asset to the community, providing residents with many employment resources and based on a neighbor-to-neighbor strategy of moving community residents into the workforce and up the job ladder. The community can benefit from SparkPoint services, such as, to improve credit scores by designing a budget and reducing debt; to increase income by enrolling in career training and to connect with money-saving programs. Money saving programs available through the Bay Point Community Career Center include free tax-preparation and utility discounts; boosting assets through matched saving programs, home buying and funding retirement programs. CONSEQUENCE OF NEGATIVE ACTION: Without authorization for application for grant funds, County would not receive Community Development Block grant funds to support the Bay Point Community Career Center. CHILDREN'S IMPACT STATEMENT: The grant funding supports three of the community outcomes established in the Children's Report Card, (3) "Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and, (5) Communities that are Safe and Provide a High Quality of Life for Children and Families" by supporting the neighbor-to-neighbor strategy of moving community residents into the workforce and increasing self esteem for self, family and community.
