BACKGROUND:
The Economic Opportunity Council is the federally designated Community Action Program
tri-partite oversight council in Contra Costa County. It is charged with the mission of
working jointly with the Community Services Bureau in developing a Community Action

BACKGROUND: (CONT'D)
the use of Community Services Block Grant Funds.
It is made up of 15 members - five from the low-income community, five from private
sector community organizations and business people, and the five members of the Board of
Supervisors who can either serve on the Council or choose to appoint designees on their
behalf.
The members of the EOC review, study and hear presentations from members of the
community to assist them in studying the root causes of poverty in the county. They use this
information to develop funding strategies to address these root causes. One of their primary
strategies is to seek out partnerships with other community organizations that are also
pursuing long-range strategies for low-income people.
This seat was vacated on September 27, 2011. Applications were accepted and reviewed by
the District III office and the recommendation to appoint the above individual was then
determined.
CONSEQUENCE OF NEGATIVE ACTION:
The seat will remain vacant.
