HomeMy WebLinkAboutMINUTES - 12132011 - C.38RECOMMENDATION(S): ADOPT Position Adjustment Resolution no. 21034 to cancel two (2) full-time Clerk-Experienced Level (JWXB) vacant positions 13090 and 13585 (represented) and add two (2) full-time Planning Technician II (51VB) (represented) positions at salary level QM5 1211 ($3,544-$4,307) in the Department of Conservation and Development. FISCAL IMPACT: No fiscal impact to General Fund. This add/cancel action has an annual net cost of approximately $32,000 to the department, of which $4,800 is attributed to pension costs. The additional costs will be covered by Land Development fees. BACKGROUND: The Department of Conservation and Development (DCD) is requesting to add 2 Planning Technician II positions to meet its operational needs. DCD has seen a 16% increase in land development applications over the first quarter of this fiscal year compared to the same period last year. The Planning Technician II position provides technical support to the Department's Planners, as well as to review and make recommendations on the less complex land development applications, thereby freeing Planners to do the more complex work. These Planning Technicians also regularly provided assistance at our Application and Permit Center (APC), in addition to working on simple land development applications. The Planning Division recently lost two Planning Technicians who were reassigned to the power plant project and to the housing section. To cover for this loss, the department utilized the temporary upgrade process to continue planning technician services at the APC. The Planning Technicians working at the APC work with the Building Plan Checkers in reviewing plans and applications, issuing permits and resolving application issues. It is now apparent that we need to add 2 Planning Technician II positions to be able to meet our needs and to continue to provide quality customer service at our APC. To partially offset the costs of these 2 additional positions, the department will cancel 2 funded, vacant Clerk positions. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve this request hamper the Department's ability to provide cost effective planning services. CHILDREN'S IMPACT STATEMENT: Not applicable.
