Adopt Position Adjustment Resolution #21026, to add one (1) Public Health Nurse Program
Manager (VWHL) position at salary level ZA5 1989 ($7,656-$9,305) and four (4) Public
Health Nurse (VVXA) positions at salary level QT2 1832 ($6,750-$9,079) in the Health
Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $866,033.66, which includes
pension costs of $86,946.65, and will be completely offset by State fundiing from the
Family Nurse Partnership Grant.
BACKGROUND:
The Public Health Division was recently awarded funding from the State Department of
Public Health in order to implement the Nurse Family Partnership program within Contra
Costa County. The focus of the program is to provide one-on-one home visits to
participating clients, which consists mainly of first-time, low-income mothers during
pregnancy through two years postpartum. The programs objective is to provide
comprehensive and coordinated health care related services

BACKGROUND: (CONT'D)
to improve outcomes for families residing in identified at-risk communities. These five
positions are necessary in order for the Public Health Division to effectively implement
and maintain the Program.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will not be able to meet the mandates set
forth in the grant which in turn will result in the Department not being able to provide
much needed health care related services to those residents in at-risk communities within
Contra Costa County who qualify for this program.
