FISCAL IMPACT: This Contract is funded 50% by Federal Medi-Cal, and 50% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT). (No rate increase) BACKGROUND: This Contract meets the social needs of County’s population by providing child-family team facilitators and other wraparound services to families of children with serious emotional and behavioral disturbances; facilitates multi-agency collaborative service delivery; and minimizes the need for crisis services and involvement with the Juvenile Justice System. ATTESTED: December 13, 2011 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: D Morgan, D Gary C. 83 To:Board of Supervisors From:William Walker, M.D., Health Services Director Date:December 13, 2011 Contra Costa County Subject:Novation Interagency Agreement #74–191–9 with West Contra Costa Unified School District BACKGROUND: (CONT'D) On December 14, 2010, the Board of Supervisors approved Interagency Agreement #74–191–8 with West Contra Costa Unified School District for the period from July 1, 2010 through June 30, 2011, which included a six-month automatic extension through December 31, 2011, for the provision of wraparound services to SED children. Approval of Novation Interagency Agreement #74–191–9 replaces the automatic extension under the prior Agreement and allows the Agency to continue providing services through June 30, 2012. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, there will be fewer wraparound services available to families of children with serious emotional and behavioral disturbances in West Contra Costa County, which may result in the need for crisis services and involvement with the Juvenile Justice System. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
