APPROVE and AUTHORIZE the Department of Conservation and Development Director,
or designee, to execute a contract amendment with CirclePoint to allow an increase from
$205,269 to a total amount not to exceed $228,867, and to extend the contract period from
December 31, 2011, to June 30, 2012, to allow for continued consultant services during the
public hearing phase of the Sufism Reorientated Sanctuary project.
FISCAL IMPACT:
No fiscal impact to the County. The cost of preparing the FEIR and providing additional
services is covered by revenue received from land development application fees paid by the
project sponsor.
BACKGROUND:
A Final Environmental Impact Report was prepared for two pending applications (a Minor
Subdivision and a Land Use Permit) to establish a religious facility, "New Sanctuary" for
Sufism Reoriented located within the Walnut Creek (Saranap) area. The Final
Environmental Impact Report was certified by the County Planning Commission and the
two pending applications were approved on November 8, 2011. Several appeals were filed,

and public hearings on these appeals will be heard by the Board of Supervisors. Extension
of the contract is needed to maintain the services of the consultant during the upcoming
public hearings.
CONSEQUENCE OF NEGATIVE ACTION:
If the amendment is not approved, the contract with CirclePoint will expire and the
Department will be unable to access their services during the public hearing process.
