Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #74–299-6 with Anka Behavioral Health, Inc., a
non-profit corporation, in an amount not to exceed $768,690, to implement the Mental
Health Services Act (MHSA) Community Services and Supports Program, for the period
from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic
extension through December 31, 2012, in an amount not to exceed $384,345.
FISCAL IMPACT:
This Contract is funded 53% by Federal Medi-Cal and 47% by State Mental Health Services
Act (Prop 63).
(No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing implementation
of MHSA Community Services and Supports Program, including providing

BACKGROUND: (CONT'D)
services, personal services coordination, medication support, crisis intervention, and other
mental health services to eligible adult clients in Contra Costa County.
On January 11, 2011 the Board of Supervisors approved Contract #74 299-5 with Anka
Behavioral Health, Inc., for the period from July 1, 2010 through June 30, 2011, which
included a six-month automatic extension through December 31, 2011, to implement the
Mental Health Services Act (MHSA) Community Services and Supports Program.
Approval of Contract #74-299-6 will allow Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, clients will have reduced access to residential, community
living, socialization, vocational and Medi-Cal rehabilitative day treatment services they
require.
