ADOPT Resolution No. 2011/498 updating the policy governing procedures for making
appointments to Independent Bodies by the Board of Supervisors, in it's various capacities,
and superseding Resolution No. 2002/377.
FISCAL IMPACT:
No direct fiscal impact associated with this action.
BACKGROUND:
On April 5, 2011, the Board of Supervisors referred to the Internal Operations Committee
(IOC) a review of Resolution No. 2002/377 governing policies related to Board Appointive
Bodies. Since adoption in 2002, there have been changes in County policy that have
impacted the general policy guidance communicated in Resolution No. 2002/377.
On April 18, 2011, the County Administrator’s Office presented a report that included an
update of the 2011 Maddy Book Project work plan, discussion of technological updates
within the Clerk of the Board’s (COB) office, and suggestions for update of the Board’s
policy governing appointments (Resolution No. 2002/377). The Committee requested that

INDEPENDENT BOARDS, COMMITTEES, AND COMMISSIONS, AND SPECIAL DISTRICTS
the item return to a future IOC meeting date for further discussion.
On July 11, 2011, the IOC received a progress update from County Administrator staff on
revisions to the Advisory Body policy. The IOC directed CAO staff to include language
expanding the interview responsibilities of the Committee for future appointments to certain
Board appointed bodies.
On November 21, 2011, the IOC approved a final draft of two resolutions, which are
designed to supersede Resolution No. 2002/377 in its entirety, for full consideration by the
Board of Supervisors.
This action requests the Board of Supervisors to consider approving Resolution No.
2011/498, one of the two resolutions discussed above. This Resolution addresses the
proposed policy for making appointments to independent bodies not governed by the Board
of Supervisors. For purposes of this Resolution, "independent bodies not governed by the
Board of Supervisors" falls into two general categories:

Bodies for which the Board of Supervisors make appointments in their capacity as a
separate governing body (e.g. The members of the Board of Supervisors acting in the
capacity of the Contra Costa Fire Protection District Board of Directors making an
appointment to an At-Large seat on the Contra Costa Fire Protection District Advisory
Fire Commission), and
2) Outside special districts, boards, commissions, and committees for which the Board of
Supervisors make appointments (e.g. The Board of Supervisors making an appointment to
the "Contra Costa County" seat on the East Bay Regional Park District Park Advisory
Commission).
Attached to this action, and included as Exhibits to Resolution No. 2011/498, are the
following documents:
Exhibit A, “Independent Bodies”
This document lists all boards, committees, or commissions for which the Board of
Supervisors, in its various capacities, make Supervisiorial District or
At-Large/Countywide appointments to Independent Bodies as defined above.
Exhibit B, “Bodies that interview applicants for at large/countywide appointments”
This document lists all boards, committees, or commissions that will interview applicants
for appointment to At-Large/Countywide seats and make recommendations to the
appropriate Board Standing Committee. The Board Standing Committee will consider the
recommendation from each entity, and make an appointment nomination to the Board of
Supervisors, acting in the appropriate capacity, for consideration.
Exhibit C, “Bodies for which a Board Committee interviews applicants”
This document lists all boards, committees, or commissions for which applicants seeking
appointment to At-Large/Countywide seats are to be interviewed by the appropriate
Board Standing Committee. The Board Standing Committee will make an appointment
nomination to the Board of Supervisors, acting in the appropriate capacity, for
consideration.
It is important to note that Exhibit A includes all Independent Bodies for which the Board
of Supervisors, in its various capacities, makes appointments to both Supervisorial
District and At-Large/Countywide seats. Exhibits B and C only include those
Independent Bodies for which the Board makes appointments to At-Large/Countywide
seats. For example, the Assessment Appeals Board is listed on Exhibit A, but not listed in
Exhibits B or C. This is because each seat on the Assessment Appeals Board is a
Supervisorial District appointment and, therefore, is not subject to the Board Standing
Supervisorial District appointment and, therefore, is not subject to the Board Standing
Committee review process.
CONSEQUENCE OF NEGATIVE ACTION:
The current County policy governing Board appointments, Resolution No. 2002/377, will
remain in effect.
CHILDREN'S IMPACT STATEMENT:
