APPROVE and AUTHORIZE the Conservation and Development Director to sign the
Public Mass Transportation Service Agreement (Agreement) with the Central Contra Costa
Transit Authority (CCCTA) to provide service hours on Route 135 in the Dougherty Valley
from December 19, 2011 for a time period as provided for in the Agreement, for an amount
not to exceed $1,011,697.
FISCAL IMPACT:
None to the General Fund. The County has established a fee through approved permits on
new subdivisions in Dougherty Valley to be used for the provision of public mass
transportation service. This fee revenue is the sole source of funds that the County will use
to fund its obligations under this agreement.
BACKGROUND:
In December 2006, the Board of Supervisors addressed the need for public mass
transportation called for in the Dougherty Valley Specific Plan through the implementation
of the Dougherty Valley Demonstration Project (Project). CCCTA and County staff
prepared a service plan, financial plan and performance measure to implement the Project.

Subject:Contract with Central Contra Costa Transit Authority for Provision of Bus Transit Service in Dougherty
Valley
The Project implemented fixed-route bus service in Dougherty Valley by operating a new
route, now known as Route 35, between Bishop Ranch and the East Dublin/Pleasanton
BART Station via Bollinger Canyon Road. The route was consistent with the
recommendation of the

Dougherty Valley Transit Study which was conducted with the assistance of the City of
San Ramon, Town of Danville, and developers in the Dougherty Valley pursuant to a
condition of approval for that development project.
As a part of the Project, CCCTA agreed to incorporate the new Dougherty Valley service
into the regular CCCTA schedule if Route 35 met certain performance requirements. The
CCCTA Board, in October of this year, formally acknowledged that the performance
requirements were met and have acted to incorporate the Route 35 into its scheduled
regular fixed-route bus service.
The proposed new Agreement for Route 35 would begin December 20, 2011 and uses
the remaining transit fees to be collected in the Dougherty Valley to pay CCCTA for
operating additional service hours on this route that will enhance service to the public.
The CCCTA Board of Directors authorized the General Manager to sign the Agreement
on October 20, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If the Agreement is not executed, the previously approved transit fees being collected by
the County could not be provided to CCCTA for the support of Route 35 in the
Dougherty Valley and enhanced bus service would not be provided.
CHILDREN'S IMPACT STATEMENT:
Route 35 serves two middle schools in Dougherty Valley.
