SUBJECT: Approval of Six.Drinking Driver Program Contracts � ��``��
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute, on behalf of the County, six
Alcoholism Program contracts for the period July 1, 1984 - June 30, 1986 (including
an automatic four-month contract extension from July 1, 1986 through October 3.1,
1986) for the operation of an Alcohol Education and Early Intervention First
Offender Drinking Driver Program (under AB 541), as follows:

II. FINANCIAL IMPACT:
These contractors collect fixed, sliding scale fees from program clients and pay
approximately $12,000 to $14,000 per year to the County representing a portion (6%)
of the gross fee collections to cover the County's costs in administering and moni-
toring the program operations, and/or pay to the County a fixed $5.00 fee amount
per client for the County Auditor-Controller to transmit to the State Controller
for the State Office of Traffic Safety's First Offender Evaluation Fund. These
contracts are for incoming funds which are paid to the County and do not represent
any expenditure of County funds or any payments to the contractors by the County.
The program is entirely self-supporting from client fees.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On March 2, 1982 the Board approved a comprehensive program of alcohol education
and alcoholism treatment services to implement AB 541, including six alcohol educa-
tion program and one alcoholism treatment program. On July 199 1983 the Board
approved contracts to continue the program services through June 30, 1984 and
established the Alcohol Education and Early Intervention First Offender Drinking
Driver Program as a County program under Government Code Section 26227. The above
contracts represent a continuation of the program which provides alcohol education
and early intervention services for approximately 4,000 persons each year who have
been convicted for the first time of driving under the influence of alcohol and
have been referred to the program by the courts in lieu of jail and license suspen-
sion.

Completion of these contracts has been delayed by the extensive negotiations that
were necessary with the six contractors to resolve differences regarding what por-
tion of the gross fees should be paid to the County and what supporting services
should be provided with program revenues; and additional delays resulted from
workload problems and the length of time it took some contractors to sign and
return the contracts.
Contract 429-430-2 was approved by County Counsel. The remaining five contracts
have been- approved by the Department 's Contracts and Grants Administrator in accor-
dance with the guidelines approved by the Board's Order of December 1, 1981
(Guidelines for contract preparation and processing, Health Services Department).
