1. APPROVE and AUTHORIZE the Deputy General Services Director, or designee, to
execute a modification to an existing agreement with the National Park Service (NPS) to
allow NPS to transfer $65,000 to the County as partial reimbursement for roof repairs at the
Maritime Child Development Center (the Maritime Center), located at 1014 Florida
Avenue, Richmond.
2. APPROVE and AUTHORIZE the County Administrator, or designee, to execute a
memorandum of understanding between the County and the Rosie the Riveter Trust, a
California nonprofit public benefit corporation (the Trust), to permit the County to transfer
to the Trust the funds received from the NPS.
FISCAL IMPACT:
There is no impact to the General Fund. The money received from the NPS will be
transferred to the Rosie the Riveter Trust.

Subject:TASK AGREEMENT MODIFICATION BETWEEN THE COUNTY AND THE NATIONAL PARK
SERVICE; MOU BETWEEN THE COUNTY AND ROSIE THE RIVETER TRUST
BACKGROUND:
The Maritime Center is a historic building constructed in 1943 for use as a child daycare
center for mothers working in the Kaiser Shipyards during World War II. The Building is
part of the Rosie the Riveter / World War II Home Front National Historic Park. The
County is the former owner of the site of the Maritime Center.
In 2007, while the County still owned the Maritime Center, the County entered into a
Cooperative Agreement with the NPS. Under the Cooperative Agreement, the County and
the NPS agreed to share expenses incurred in the restoration and preservation of the
Maritime Center. Under a task agreement issued in connection with the Cooperative
Agreement, the County and the NPS agreed to share the estimated $130,000 cost of
repairing the roof of the Maritime Center. The NPS earmarked $65,000 for the project;
however, the County did not make the proposed repairs due to budget constraints.
In April 2010, in support of the effort to preserve the historical qualities of the property, the
County donated the property to the Trust. Since taking title to the property, the Trust has
made extensive repairs to the Maritime Center, including repair of the roof. The roof repair
cost approximately $138,750.
The NPS is willing to modify the task agreement to make the $65,000 available as a partial
reimbursement of the cost of the roof repair. Under the modified task agreement, the NPS
will pay the $65,000 to the County in recognition of (i) the County having satisfied the
non-Federal matching requirements that govern the Cooperative Agreement by transferring
the property to the Trust, and (ii) the roof repairs having been made by the Trust in
accordance with the Cooperative Agreement.
As permitted by California Government Code Section 26227, the funds received from the
NPS will be transferred to the Trust in accordance with the terms of a memorandum of
understanding between the County and the Trust.
CONSEQUENCE OF NEGATIVE ACTION:
The modified task agreement and the memorandum of understanding will not be executed
and the funds set aside by the NPS for repairing the roof of the Maritime Center will not be
made available to the Trust.
