ATTESTED: October 4, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): (1) ACCEPT attached report from Public Works Director on the status of the Main Street Power (MSP) solar project, identifying project locations and discussion project impacts. (2) CONSIDER appropriate direction to staff. FISCAL IMPACT: Under its contracts with the County, MSP will pay the entire cost to acquire, construct, and maintain the solar panel system on the County facilities. The total estimated electricity cost savings to the County over the 20-year term of the contracts is approximately $516,000. If re- design of the system is required for the West County Justice Center site, it is possible that the County would have to pay for the re-design and/or any additional construction costs. BACKGROUND: Under its contracts with the County, which were approved on September 28, 2010, MSP is in the process of installing a solar panel system for the County on twelve County-owned properties, including the West County Justice Center (WCJC) located on Giant Highway, in Richmond. On September 14, 2011, to make way for installation of a ground-mounted solar panel array, MSP’s contractor cut eucalyptus trees at the WCJC site. The removal of the trees raised concern about the impacts of the project, and the Board has requested County staff to provide a status report on the project. The attached report gives detailed information about the work status, panel locations, and project impacts at the WCJC and the other eleven sites. CONSEQUENCE OF NEGATIVE ACTION: Absent timely direction, installation work at the WCJC would remain stopped, at potential cost to the County. CHILDREN'S IMPACT STATEMENT: None.
