ATTESTED: October 4, 2011 David Twa, BY:Carrie Del Bonta , Deputy RECOMMENDATION(S): APPROVE and AUTHORIZE the Director of Human Resources or his designee, to execute contracts with AppleOne Staffing Services and Nelson Staffing effective October 22, 2011 through October 21, 2013 with a one-year option to extend, with a fiscal year payment limit of $1,500,000 for each agency. FISCAL IMPACT: County departments have spent an average of $2.4 million annually over the last two years for contracted temporary help. The fiscal impact of these contracts is borne by the operating departments that utilize the services. BACKGROUND: A Request for Proposal (RFP) for Contracted Temporary Help Services was issued on July 15, 2011 with vendor responses due no later than August 26, 2011. Included in the RFP was information regarding proposal submission and vendors were advised that there would be two evaluation criteria; one for the technical aspect of the proposal (maximum of 60 points) and one for the pricing aspect of the proposal (maximum of 40 points). Vendors were instructed to provide six (6) copies of the completed RFP and one sealed pricing proposal to the attention of the Director of Human Resources. Twenty five (25) proposals were received and out of the twenty five (25), twenty four (24) were compliant with all aspects of the RFP and were invited to make a brief 15 – 20 minute presentation to an evaluation committee. The evaluation committee was comprised of representatives from varying County departments that utilize the services of contracted temporary help vendors. The departments that were involved in the evaluation process included the Animal Services Department, the County Administrator’s Office, the Employment and Human Services Department, the Health Services Department, the General Services Department and the Public Works Department. The evaluation committee used an evaluation form that compared the vendors in the following categories: * history and success in providing this service to other agencies, * background and experience of the firm’s professional staff, * mechanisms by which applicants are tested, screened and evaluated, * outreach and recruitment activities, ability to serve all outlying areas of the County, and * ability to provide candidates within one business day of receiving a work request. At the conclusion of the presentations, the composite technical scores for each agency were compiled. The Director of Human Resources then opened the sealed dollar pricing bid for each agency and additional points were added to the technical score based on the pricing bid. The maximum score (40 points) for the pricing bid was assigned to the firm offering the lowest total inclusive mark-up rate and appropriate fractional scores for the pricing bid were assigned to other respondents. AppleOne Staffing Services and Nelson Staffing had the highest combined total points. Due to the level of staffing needs that the County currently is utilizing, two vendors are being recommended to enter into contracts with the County. CONSEQUENCE OF NEGATIVE ACTION: If not approved, the loss of these services will have a negative impact on operating departments the currently utilize Contracted Temporary Help Services.
