ATTESTED: October 4, 2011 David Twa, BY:Carrie Del Bonta , Deputy RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a contract amendment with California Department of Education to support childcare and development programs (CalWORKS Stage 2) to increase the payment limit by $55,138 to a new payment limit not to exceed $3,148,890 with no change to term July 1, 2010 through June 30, 2011. FISCAL IMPACT: 100% State funding No County match FISCAL IMPACT: (CONT'D) State: C2AP-0010, amendment #3 County: 29-213-11a BACKGROUND: The Board approved receipt of these funds from the California Department of Education on July 13, 2010; in this agreement the County provides alternative payment / CalWORKS Stage 2 childcare services. The Board approved an amendment to this contract on January 18, 2011 to add $144,354 to the payment limit and to incorporate updated funding terms and conditions for the 2010/11 program year. Subsequently, the board approved a second amendment on July 12, 2011 to amend the number of days of operation to follow the school calendars of districts wherein these services are provided. This third amendment is to accept additional funding, as earned by the County from enrollment data, for the 2010/11 program year. The County received notification of this funding increase on September 13, 2011. The State routinely allows the County to request receipt of funds up to 3% above the payment limit, dependent upon the County's earning the fees through enrollment and attendance. Approval of this contract amendment will allow the County to receive reimbursement for the enrollment for that period. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive revenue. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
