ADOPT Position Adjustment Resolution No. 20990 to add one (1) full-time Social Worker
(X0VC) (represented) position at salary level 255 1434 ($4,419-$5,372) in the Employment
and Human Service Department-In Home Supportive Services.
FISCAL IMPACT:
The Social Worker position is a revenue generating position. There has been an increase in
the IHSS allocation which will support the addition of this position.
CALCULATION
$7,291 Social Worker at Step 1 ($4419 x 65% benefits)
-6,197 Less 85% IHSS allocation (50% State, 35% Federal)
$1,094 Monthly County Cost

Subject:P300 20990 Add Social Worker IHSS
BACKGROUND:
In Home Supportive Services (IHSS) is a state mandated program that serves the
vulnerable elderly and at risk persons who may require out of home placement without
IHSS services. The IHSS Social worker assesses intake applications and conducts home
visits to the elderly and disabled individuals already receiving IHSS services within the
required federal and state timelines.
Ongoing caseloads are currently averaging 330 clients per worker. There are also 12-16
new intake cases assigned to each worker on a monthly basis. Intake applications are to
be seen within 30 days and ongoing cases are to have at least yearly renewal home visits
and frequently have reassessments as the client’s situation changes/deteriorates. The
fiscal analysis indicates that the Department can add one permanent Social Worker
position. The Department requests to add one Social Worker position to assign to IHSS in
West County. This will lower the caseload to approximately 295 cases per worker and
enable the Department to end one temporary Social Worker.
The IHSS Social Workers’ job duties are to assess and authorize needed service hours
that allow the IHSS applicant and recipient to complete the activities of daily living
which will keep the applicant/recipient safely at home and avoid out of home placement.
The Social Worker is responsible for completing extensive documentation detailing the
client’s living arrangements and functional abilities.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department and IHSS will be unable to meet the
required time frames mandated by both the federal and state guidelines. The state could
impose fiscal sanctions for failing to meet said guidelines. Additionally, delaying prompt
response to applicants and changing health situations of existing clients may well lead to
the loss of their independence and to placement in much more costly out of home
environments.
