HomeMy WebLinkAboutMINUTES - 10042011 - C.31RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20965 to Reclassify without Examination position #143 and incumbent from Accounting Technician (JD7A) (represented) to Account Clerk Supervisor (JDHD) (represented) as provided under Section 503 in the Personnel Management Regulations. FISCAL IMPACT: The Office of the Auditor Controller achieved an annual savings of $24,291 from cancelling a Supervising Accountant position assigned to the Accounts Payable section. Reclassification of one Accounting Technician to Account Clerk Supervisor annually costs $10,000 (NCC $1,050), which includes $3,435 in pension costs (NCC $361). Funding was included and approved in the Office of the Auditor-Controller's FY 2011-12 budget. BACKGROUND: A Supervising Accountant position assigned to the Accounts Payable section of the General Accounting/Accounts Payable (GAAP) divison was cancelled when the incumbent vacated. In the temporary upgrade status of Account Clerk Supervisor, the Accounting Technician primarily performs the following: distributing, monitoring, and evaluating work assignments; interpreting policies and procedures; training staff; analyzing workflow and operational input; ensuring work is completed within established deadlines; etc. The duties performed are pivotal in ensuring that the Accounts Payable section is properly managed and that the work performed within the section is processed accurately and timely. CONSEQUENCE OF NEGATIVE ACTION: Improper classification of an Accounting Technician and the inability to manage the Accounts Payable section in a cost effective manner.
