FISCAL IMPACT: Included in attached report dated September 26, 2011. BACKGROUND: Included in attached report dated September 26, 2011. AgendaQuick©2005 - 2021 Destiny Software Inc., All Rights Reserved MEMO DATE: September 26, 2011 TO: Finance Committee FROM: Karen Mitchoff SUBJECT: Future Fund and the Monument Community Monument Community The Monument Community is one of the most densely populated yet underserved areas in the Bay Area. With a high unemployment rate, few opportunities for advancement, and little outside investment, families struggle every day to put food on the table, pay for basic health care, and keep a roof over their heads. The Monument Community is an integral part of the Bay Area’s workforce and crucial to the success of our economy. The rapid growth and demographic shifts in Central County have left the Monument Community overlooked and underserved. Success in the Community In 2003 the Board of Supervisors, under Supervisor DeSaulnier’s leadership, earmarked the transient occupancy tax (TOT) from the Renaissance Suites for early intervention and prevention programs that reduce the high cost of crisis and safety net services. Since that time the fund has collected an average annual revenue of $650,000. The CCFuture Fund (Fund), is administered by the Department of Conservation and Development, which uses a Social Return on Investment Model (SROI) to measure its effectiveness in the community. To date, the fund has provided the community the ability to leverage over $2 million in additional funding, served almost 6,000 families, and had a documented SROI of over $13.5 million. All but one of the organizations (Welcome Home Baby) given support have continued to bring additional funding and support to the community.
