ATTESTED: September 27, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): PROVIDE retired employee organizations and retirees of Contra Costa County the opportunity to address the Board of Supervisors regarding proposed changes to health benefits for the January 1, 2012 calendar year and beyond. FISCAL IMPACT: None. Informational item only. BACKGROUND: The Board of Supervisors will consider and take formal action regarding 2012 Health Care Provider Renewals as they relate to active and retiree health benefits at the Board of Supervisors meeting of September 27, 2011. The actions that may impact retirees are: BACKGROUND: (CONT'D) 1. The elimination of the Health Net Exclusive Provider Organization (EPO) Program. All retirees and retiree survivors currently in the EPO program are eligible to participate in the Health Net Preferred Provider Organization (PPO) Program. During Open Enrollment all retirees and retiree survivors will be given the opportunity to elect a new health benefit program effective January 1, 2012. Those retirees and retiree survivors currently in the EPO program who do not take an action to elect a health benefit program will be automatically enrolled in the Health Net PPO A plan effective January 1, 2012. 2. The elimination of the Health Net Flex Benefits Program. All retirees and retiree survivors currently in the Flex Benefits Program are eligible to participate in the Health Net PPO Program. During Open Enrollment all retirees and retiree survivors will be given the opportunity to elect a new health benefit program effective January 1, 2012. Those retirees and retiree survivors currently in the Flex Benefits Program who do not take an action to elect a health benefit program will be automatically enrolled in the Health Net PPO A plan effective January 1, 2012. 3. Health Benefit Programs have been expanded to include the following: a. Contra Costa Health Plan A (CCHP A) – no changes to current plan b. Contra Costa Health Plan B (CCHP B) – no changes to current plan c. Kaiser Permanente A (KSR A) – no changes to current plan d. Kaiser Permanente B (KSR B) – new plan design e. Health Net HMO A (HN H A) – no changes to current plan f. Health Net HMO B (HN H B) – new plan design g. Health Net CA PPO A ( HN CP A) – no changes to current plan h. Health Net CA PPO B (HN CP B) – new plan design i. Health Net Nat’l PPO A (HN NP A) – no changes to current plan j. Health Net Nat’l PPO B (HN NP B) – new plan design Participation in new plans d, f, h, and j above will be possible for those retirees and retirees survivors who were either unrepresented at the time of retirement or who were represented by IFPTE, Local 21, AFL-CIO at the time of retirement. If other collective bargaining units agree to include the aforementioned plans, these plans will become available to additional retirees, and retirees will be advised of this during the open enrollment process. A chart indicating eligibility for participation will be included in the open enrollment material provided to retirees. With this Board item, the Board of Supervisors is providing an opportunity for our retiree organizations and retirees to comment on the above proposed actions before any formal action is taken. CONSEQUENCE OF NEGATIVE ACTION: None. This scheduled action is a courtesy notice to retirees. Any member of the public, including retirees, may address the Board of Supervisors at any Board meeting without specific invitation. CHILDREN'S IMPACT STATEMENT: None.
