ATTESTED: September 27, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with McWilliams Mailliard Technology Group, in an amount not to exceed $17,800 to provide software application services for Adult Protective Services for the period October 1, 2011 through June 30, 2012, and authorize a mutual indemnification clause in the contracts. FISCAL IMPACT: $17,800: 30% County; 70% State BACKGROUND: Contractor case management, tracking and reporting software application developed specifically for use by California counties’ Adult Protective Services (APS) programs. This relational database manages the information and documentation requirements of Adult Protective Services’ intake, assessment, investigation, service planning, case management, case closure and reporting processes. AACTS complies with all State of California reporting requirements and generates all State-mandated reports, including the SOC 242. AACTS management tools include case assignment, overview of caseloads, instant alerting to out-of-compliance tasks, push-button supervisor sign-off, and tickler tools. AACTS is accessed through a Virtual Private Portal (VPP), via a web browser. MMTG has partnered with CareAccess Silicon Valley, Inc., to offer AACTS on a per-user, subscription basis through a VPP that is HIPPA-compliant. Using a portal system reduces initial set-up costs by eliminating the need for investment in hardware, server software, and desktop software. CONSEQUENCE OF NEGATIVE ACTION: The Employment and Human Services Department will be unable to provide efficient services without the use of Contractor supplied software.
