ATTESTED: September 27, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #72-024 with Quality Vending Systems, Inc., a corporation, to furnish healthy vending machine services to Contra Costa Health Services at specified locations, for the period from October 1, 2011 through September 30, 2013. FISCAL IMPACT: County will receive 21% commission for drinks and snack machines and 8 % for fresh food machines based on total gross vending sales. There is no general fund impact. BACKGROUND: On October 26, 2010, the Board of Supervisors accepted and approved a report from Contra Costa Health Services (CCHS) on its new 100% Healthy Vending Policy. The new CCHS 100% Healthy Vending Policy is committed to supporting the health of people, who use our Health Centers and Regional Medical Center and other facilities, its staff, and members of the public who visit our organization. Overweight and obesity are today’s leading risk factors for a range of health problems that include: heart disease, type 2 diabetes, some cancers, high blood pressure, stroke, liver disease, respiratory problems and other conditions. The goal of CCHS is to reduce risk factors that cause serious health problems by implementing this policy that promotes offering healthier choices and encourage employees to make healthier food decisions at the workplace. The Community Wellness and Prevention Program will oversee the implementation and monitoring of CCHS’s 100% healthy vending policy. CCHS issued a Request For Proposal (RFP) and entered into contracts with two vendors to be the sole operator(s) of the 100% healthy vending at all CCHS facilities. Under Contract #72-024, Contractor will provide healthy vending services for the period from October 1, 2011 through September 30, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this contact is not approved the County will not be able to implement the Healthy Vending Machine Program. CHILDREN'S IMPACT STATEMENT: Not applicable.
