APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and execute a
contract to accept California Homeland Security grant funds in the amount of $1,000,000
from the California Emergency Management Agency, and to make required grant
assurances; and ADOPT Resolution No. 2011/407 authorizing specified Sheriff Department
officials to act on behalf of the County to obtain funding to assist with the purchase of
mobile radio equipment for the Cummings Peak and Peters Ranch public safety
communications sites.

The California Emergency Management Agency (Cal EMA) is responsible for designing
and implementing homeland security initiatives and ensuring that the state is ready to

all threats, crimes, hazards, and emergencies. To help fulfill this mission, Cal EMA
administers a pass-through program of federal homeland security grant funds to local
public agencies through California. This year, Cal EMA's grant program will promote the
three national priorities: (1) advancement of the whole community security and
emergency management, (2) building prevention and protection capabilities, and (3) the
maturation and enhancement of the Major Urban Areas Fusion Centers (which analyze
and quickly draw appropriate inferences from multiple and sometimes disparate
information sources to provide the right information to the right people in time to prevent
terrorist attacks and to protect our communities and institutions).
The Contra Costa County operations area is seeking homeland security funds to purchase
and install mobile radio equipment at both sites, including power supplies, gateways, data
switches, routers, batteries, and site controllers for two Central County Cell
communications sites: Cummings Peak, located off of Cummings Skyway, west of
Martinez, and Peters Ranch, located west of Danville. Both the Cummings Peak and
Peters Ranch sites are components of the larger East Bay Regional Communications
System Project.
The grant application requires the County to adopt a resolution (attached) appointing an
authorized agent to act on behalf of the Board of Supervisors by executing any actions
necessary for each application and subgrant. The application also requires the applicants
to make certain grant assurances prescribing requirements to which the County will be
held accountable.
