ATTESTED: September 27, 2011 David Twa, BY:June McHuen , Deputy RECOMMENDATION(S): DESIGNATE the incumbent Public Works Director (Exempt), Julie Bueren, to serve as interim Director of General Services, including the powers and duties of the appointing authority, until June 30, 2012. FISCAL IMPACT: None. BACKGROUND: The former Director of General Services (exempt) resigned in February 2011. Since that time the Chief Deputy has supervised the daily operations of the department. The Chief Deputy, however, is not empowered to appoint other deputies in the General Services Department. Recently, the Senior Buyer/Deputy Purchasing Agent in the General Services Department retired, and it is now necessary that there be an individual who can be responsible for the selection of a new purchasing agent and to manage the purchasing agent duties until that selection can be made. BACKGROUND: (CONT'D) In an effort to reduce costs, the County has been examining the possibility of merging the General Services Department with the Public Works Department, and if this occurs, the Public Works Director would then become responsible for General Services. It is not possible for one individual to hold more than one County position at a time, so until that consolidation of General Services and Public Works occurs, it is necessary for the Board to assign the duties of the Director of General Services to the Public Works Director to ensure that the purchasing agent and other responsibilities of the Director of General Services are managed. CONSEQUENCE OF NEGATIVE ACTION: If the responsibilities of the Director of General Services are not appointed as indicated, the operations of General Services will be adversely effected. This will impact not only the General Services Department, but most other County departments, because General Services provides purchasing and other services to the entire County organization CHILDREN'S IMPACT STATEMENT: None.
