HomeMy WebLinkAboutMINUTES - 09272011 - C.25RECOMMENDATION(S): Adopt Position Resolution No. 20998 to adjust, effective June 3, 2011, the salary step of the incumbent in the classification of District Attorney Chief of Inspectors - Exempt (6KD1) to the 4th step on the Salary Schedule, to salary level B8Y 2185 ($8,918-$11,111). FISCAL IMPACT: The costs associated with this action are $5,899 annually and are covered in fiscal year 2011/12 by a vacancy of five months in this position. Ongoing savings will be realized until the incumbent reaches the maximum salary step. BACKGROUND: This salary is appropriate for Mr. Mulligan due to his extensive education and experience in the field. In addition to degrees in both Psychology and Administration of Justice, Mr. Mulligan passed the CA State Bar Course of Study and has his Law License. He has 6.5 years of service here at the Contra Costa County District Attorney’s Office as a Sr. Inspector. Nearly 18 years of his experience as a supervisor/manager were in the California Department of Justice. While at the CA DOJ he supervised many task force operations including but not limited to: - DEA Methamphetamine Task Force (San Francisco DEA) - We Hop To/Asian Organized Crime Team (with FBI and SFPD) - “Gypsy” Murder Task Force (with SFPD) - Oakland Police Dept. “Crack” Cocaine Task Force - San Jose Vietnamese Crime Task Force (with SJPD and FBI) As a Special Agent in Charge of two large regional offices at the DOJ, he directed the investigative activities of many teams of agents and task force officers. He has essential experience with personnel and discipline as well as grant management. Mr. Mulligan also spent over 12 years at the Berkeley Police Department and has received many commendations from such people as two San Francisco Police Chiefs, the Attorney General, an FBI Director and the United States Attorney’s Office. Since an external candidate with comparable experience could have negotiated and received a starting salary at step 4, it would be inappropriate to start Mr. Mulligan at a lesser salary simply because of his current employment status with the Department; in fact, the District Attorney believes that his knowledge of the Department makes him a more valuable candidate.
