ATTESTED: September 27, 2011 David Twa, BY:KATHERINE SINCLAIR , Deputy RECOMMENDATION(S): ACCEPT resignation of John Jewell from the Economic Opportunity Council; DECLARE vacant the District III seat on the Economic Opportunity Council; and, DIRECT the Clerk of the Board to post the vacancy FISCAL IMPACT: No impact. BACKGROUND: The Economic Opportunity Council is the federally designated Community Action Program tri-partite oversight council in Contra Costa County. It is charged with the mission of working jointly with the Community Services Bureau in developing a Community Action Plan that guides the use of Community Services Block Grant Funds. It is made up of 15 members - five from the low-income community, five from private sector community organizations and business people, and the five members of the Board of Supervisors who can either serve on the Council or choose to appoint designees on their behalf. The members of the EOC review, study and hear presentations from members of the community to assist them in studying the root causes of poverty in the county. They use this information to develop funding strategies to address these root causes. One of their primary strategies is to seek out partnerships with other community organizations that are also pursuing long-range strategies for low-income people. On September 14, 2011, Mr. Jewell notified Supervisor Piepho that he wished to resign effective immediately from the EOC. This action requests the Board of Supervisors to accept the resignation of John Jewell from the EOC and directs the Clerk of the Board to post the vacancy pursuant to the Maddy Act of 1975. CONSEQUENCE OF NEGATIVE ACTION: The unscheduled vacancy will not be appropriately acknowledged by the Board of Supervisors pursuant to the Maddy Act of 1975. CHILDREN'S IMPACT STATEMENT: No impact.
