ATTESTED: September 27, 2011 David Twa, BY:Carrie Del Bonta , Deputy RECOMMENDATION(S): APPROVE the Iron Horse Corridor – Sunset Development Improvement Project [DCD-CP#11-24] Project No.: 0678-6G5512, and FIND on the basis of the Initial Study and Mitigated Negative Declaration and all comments and responses therein that there is no substantial evidence that the project will have a significant effect on the environment, and RECOMMENDATION(S): (CONT'D) ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA) (the custodian of which is the Department of Conservation and Development Director who is located at 651 Pine Street, Martinez), and DIRECT the Director of Conservation and Development to file a Notice of Determination with the County Clerk, and AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to Conservation and Development for processing, a $50 fee to the County Clerk for filing the Notice of Determination, and payment of $2,044.00 for California Department of Fish and Game fees. FISCAL IMPACT: This project is funded by Sunset Development Funds 100%. BACKGROUND: The purpose of this project is to improve a segment of the Iron Horse Corridor (IHC) between Norris Canyon Road and Bollinger Canyon Road and create 21 seating areas along the trail; all improvements will be located within the IHC right of way from the Danville-San Ramon border to approximately 1,800 ft. south of Pine Valley Road. The IHC is the repurposed Southern Pacific Railroad right-of-way that was abandoned in 1977; Contra Costa County (County) currently owns the IHC corridor right-of-way and leases a 20-foot-wide corridor to East Bay Regional Park District. The Iron Horse Trail has become an important recreational and commute resource for residents of South Contra Costa County because it connects commercial, business, school (Iron Horse Middle School), public transportation, and parks (San Ramon Central Park) to pedestrian and bike traffic throughout South Contra Costa County. Currently, the trail from Norris Canyon Road to Bollinger Canyon Road is composed of a concrete pedestrian path and the areas north of Norris Canyon Road and South of Bollinger Canyon Road are composed of asphalt or unpaved with landscaping and benches. The proposed improvements to IHC include a decomposed granite path between Norris Canyon and Bollinger Canyon Road, various landscape improvements (trees planters, water fountains, meadow plantings, drainage swales, etc.), entry and seating area structures, benches, drinking fountains, bollards, trash & recycling receptacles, mile markers, bird houses, prefabricated pedestrian bridges, 21 seating areas, a small cafe (Caboose Café), interpretive signage, and street intersection bollards. Tree or shrub removal may be required if existing vegetation is determined to be diseased or a hazard to trail users. In addition, to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. Sunset Development will obtain all necessary regulatory permits prior to implementation of any improvements. Utility relocation may be necessary in support of this project. Construction is scheduled to begin in October of 2011 with an estimated 80 working days to completion. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction. CHILDREN'S IMPACT STATEMENT: Not applicable.
