On recommendation of Supervisor McPeak, IT IS BY THE
BOARD ORDERED that the November 21 , 1986 letter from Jesse R. Huff ,
Director, State Department of Finance; relative to reduction in
funding for the Medically Indigent Services Program is REFERRED to
the County Administrator for appropriate response.

Dear Mr. Powers:
MEDICALLY INDIGENT SERVICES PROGRAM VETO
Thank you for your recent correspondence regarding reduction in funding for
the Medically Indigent Services (MIS) Program. As you know, this reduction
was necessary to' balance the budget after "the Legislature first passed a
budget bill which relied on savings in the Public Employees' Retirement
System (PERS) , but then failed to enact legislation necessary to achieve
these savings.
Governor Deukmejian continues to support the MIS Program and has restored
$25 million to the program' s budget by signing Senate Bill 2360 (Chapter
882, Statutes of 1986) .
We sincerely hope that the Legislature will take action to permit us to
restore the -remaining MIS funding early next year. In the meantime, the
$25 million added by the Governor should allow Los Angeles County to
continue to provide the most critical public health services to the
indigent population while we work with the Legislature to identify
additional financing.
