(1) APPROVE plans, specifications, and design for the project prepared by the City of
Pittsburg.
(2) AUTHORIZE the Public Works Director, or designee, to direct payment to the City of
Pittsburg in the total amount of $1,093,000.00, from the Bailey Road Improvement Disposal
Surcharge, for improvements specified in the Memorandum of Understanding between
Contra Costa County, the Redevelopment Agency of the County of Contra Costa, and the
City of Pittsburg for the Bailey Road Improvement Project.
FISCAL IMPACT:
The Bailey Road Improvement Disposal Surcharge was collected from Keller Canyon
Landfill pursuant to Condition of Approval 29.6 of Keller Canyon Landfill Land Use Permit
2020-89 to be used towards this project.

BACKGROUND: (CONT'D)
Contra Costa County, the Redevelopment Agency of Contra Costa County, and the City of
Pittsburg. The City of Pittsburg has been the lead agency for the project. The City of
Pittsburg and the Contra Costa County Redevelopment Agency have applied for and been
granted funds through the Safe Routes to Transit Program in the amount of $650,000,
Transportation Development Act funds in the amount of $160,000, and Transportation for
Livable Communities funds in the amount of $989,000, for use towards the Project.
Approximately $1,193,000 in Bailey Road Disposal Surcharge funds will also be used for
the project, where $100,000 of which will be used for County staff charges. The City of
Pittsburg and the Redevelopment Agency will contribute towards the remaining amount of
the project cost.
The Board of Supervisors previously adopted a Mitigated Negative Declaration for this
project, and a Notice of Determination was filed with the County Clerk on January 11, 2011.
On March 15, 2011, the Board of Supervisors approved and executed the Memorandum of
Understanding between Contra Costa County, the Redevelopment Agency of the County of
Contra Costa, and the City of Pittsburg. The above project was reviewed by Public Works
Department staff. The Public Works Department provides no further comments to the
Project improvement plans, specifications, and addendum numbers 1-5. The City of
Pittsburg will determine which bidder has documented an adequate good faith effort to
comply with requirements, as provided in the project specifications. The City of Pittsburg is
responsible for awarding the contract of this Project.
CONSEQUENCE OF NEGATIVE ACTION:
Construction of the Bailey Road Widening project would be delayed, and the project
delivery grant requirements will not be met.
