HomeMy WebLinkAboutMINUTES - 09202011 - C.39RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Brighter Beginnings, Inc. effective May 1, 2011 to increase the payment limit by $33,743 to a new payment limit of $499,011 to provide additional services with no change in the term of July 1, 2010 through June 30, 2011. FISCAL IMPACT: $499,011 100% Federal California Work Opportunity and Responsibility to Kids (CalWORKS) single allocation. BACKGROUND: The Cal-Learn Program provides assistance to pregnant and parenting teens enabling them to remain in school and obtain a high school diploma or its equivalent. Brighter Beginnings provides case management services to Cal-Learn Program participants referred by the Employment and Human Services Department. Services include comprehensive case management, educational assessments, counseling, mentoring, parenting assessments, child development skills training, and the identification of ancillary services such as child care and transportation. During the Program Year (PY) 2010-11 contract period and based on considerably more eligible clients than anticipated, the monthly client referrals to Brighter Beginnings exceeded the contract amount. Based upon higher levels of referrals, Brighter Beginnings served more clients than outlined under the original contract, thereby exceeding the the contract amount by $33,743. (#21-178-25) CONSEQUENCE OF NEGATIVE ACTION: Without approval of the amended amount, payment could not be made for services delivered to pregnent and parentlng teens. CHILDREN'S IMPACT STATEMENT: The contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient" 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for children and Families" by providing assistance and education to pregnant and parenting teens.
