APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with Lao Family Community Development to increase the
payment limit by $12,844 to a new payment limit of $107,224 for case management
services for California Work Opportunity and Responsibility to Kids (CalWORKs)
participants, and extend the contract term from September 30, 2011 to November 30, 2011.
FISCAL IMPACT:
$107,224: 100% Federal/State CalWORKs Single Allocation funding (CFDA #93.667)
BACKGROUND:
Lao Family Community Development provides pre-and post-employment services and
translation and interpretation services in Vietnamese and various Laotian dialects to limited
English proficient CalWORKs refugees residing in West Contra Costa County. Services

BACKGROUND: (CONT'D)
job search, job placement, employment disputes resolution for job retention, and other job

This contract amendment is to provide continued services pending completion of
competitive bidding process.
CONSEQUENCE OF NEGATIVE ACTION:
There will be an interruption in services pending outcome of Request for Interest
competitive bid process.
CHILDREN'S IMPACT STATEMENT:
This contract directly supports three of the five community outcomes established in the
Children's Report Card: 3) "Families that are Economically Self-Sufficient"; 4) "Families
that are Safe Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High
