'SUBJECT: BACKFLOW PREVENTION, WATER CONSERVATION, SENATE WATER HEARING
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize the Chair to send a letter to all cities in the County alerting them of
potential water quality problems from backflow into potable water sources and encour-
aging each city to enforce existing code restrictions concerning backflow prevention
devices.
2. Authorize payment of $5,000 to the Contra Costa Water District for the County share
in the Bay Area Water Resources Council-s Water Conservation TV/Radio program.
3. Authorize Supervisors Torlakson and McPeak to represent the County before a hearing
of the Senate Agriculture and Water Resources Committee on December 10, 1986 in
Antioch.
FINANCIAL IMPACT
The $5,000 for the Water Conservation TV/Radio program has been budgeted in the Contra
Costa County Water Agency budget. The County has participated in this project in previous
years.
REASONS FOR RECOMMENDATION/BACKGROUND
1. On October 28, 1986 the Board requested to the Water Committee to examine the .issue
of backflow of water contamination. The Water Committee received reports from the
Department of Health Services and Building Inspection Department. The Water Commit-
tee finds that existing code regulations are adequate and are being enforced by the
Building Inspection Department. Water districts are also involved in requiring
backflow prevention devices when necessary. There may be a problem with unknown
connections. that are not equipped with backflow prevention devices. There have been
few reports of contaminations from backflow that have been reported to the County
Department of Health Services.
Since each city is responsible for inspecting buildings within their jurisdiction, it
is appropriate for the County to remind cities of the code requirements and urge them
to diligently enforce these regulations. It is appropriate for the Chair of the
Board to send a letter to each city transmitting this information.

2. Each year the Contra Costa County Water Agency participates with other water agencies
in the Bay Area to support a Water Conservation TV/Radio program done in July of each
year. Participation in this program is consistent with the' County's policies advo-
cating water conservation. The Water Committee suggests that the next Water Conser-
vation Program should include references to Water Conservation Landscaping
Regulations. The $5,000 share for the County is budgeted within the Water Agency's
Fiscal Year 1986-87 budget.
3. The Senate Agriculture and Water Resources Committee has scheduled a hearing on
December 10, 1986 at 10:00 a.m. at the Antioch City Hall . The purpose of this
hearing is to accept testimony on Contra Costa County water issues and delta water
quality. The Board of Supervisors has been invited to testify before the Committee.
It is appropriate for Supervisor McPeak, as Chair of the Board's Water Committee, to
represent the County. It is also appropriate that Supervisor Tom Torlakson, whose
District the hearing is held in, to make presentations representing the County.
