APPROVE the Family and Human Services Committee recommendation to reallocate $8,400 in CDBG funds to the Contra Costa County Health Services Department Adult Interim Housing Program; and 2. AUTHORIZE the Conservation and Development Director or designee to execute a contract amendment with Contra Costa County Health Services Department to increase the contract amount by $8,400, to a total amount not to exceed $65,400, to provide emergency shelter to homeless single adults. FISCAL IMPACT: No General Fund Impact. All funds are provided through the Community Development Block Grant (CDBG) program. Included was a recommendation for the Northern California Family Center ("NCFC") Shelter for Runaway and Homeless Youth, which provides mediation services and up to five nights of shelter, clothing and food for Urban County Youth. The staff report for NCFC included information regarding the Subrecipient’s consistent non-responsiveness to requests for documentation and tardiness in the submission of required program reports. The Committee supported staff’s recommendation that NCFC's funding be reduced from $10,000 to $8,400 for FY 2011/12 and stipulated that FY 2011/12 funding would be dependent upon all reports and demands remaining for the FY 2010/11 funding cycle being submitted on time and with all required backup documentation. NCFC has been unable to meet the CDBG program reporting requirements and, citing capacity issues, has withdrawn its FY 2011/12 application for CDBG funds. Consequently, at its meeting on August 17, 2011, the Commmittee recommended that NCFC's funds be reallocated to the County's Adult Interim Housing Program to help mitigate the reduction in funding the program received this year. CONSEQUENCE OF NEGATIVE ACTION: If the reallocation of CDBG funds is not approved, $8,400 of available CDBG funds would remain unallocated. CHILDREN'S IMPACT STATEMENT: N/A
