Y THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 9 , 1986 by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: Hearing on Recommendation of East County Planning Commission with respect to application of Michael H. Clement Corporation for LUP 2117-86 , in the Antioch Area This being the time for hearing on the recommendation of the East County Planning Commission with respect to the application of Michael H. Clement Corporation to establish a private heliport on a five acre parcel in the Antioch area. (LUP 2117-86) Karl Wandry, Deputy Director of Community Development, presented the staff report and advised that a Negative Declaration of Environmental Significance was posted on this project; and The Chairman opened the public hearing and no one appeared to speak. The Chairman closed the public hearing. Supervisor McPeak questioned the flight pattern review of the helicopters using the site. Supervisor Torlakson questioned the noise factor in relationship to the site. Mr. Wandry responded to the Supervisors concerns. The Chairman recognized Mr. Lloyd, 3591 Dormer Avenue, Concord, consultant for Michael H. Clement Corporation on this project, who also responded the to concerns of the Supervisors and spoke on the project. Supervisor Torlakson recommended approval of the Land Use Permit with the additional condition suggested by Community Development regarding concerns raised by the Board members today. Clement Corporation y Building Inspection County Counsel Riverview Fire Protection District EXHIBIT A CONDITIONS OF APPROVAL FOR LAND USE PERMIT 2117-86 1. This application for a private heliport is approved as generally shown on the site plan submitted with the application. 2. Comply with the requirements of the Riverview Fire Protection District. 3. This permit is approved for a period of 20 years. 4. At 5 year intervals, the applicant shall submit a report on the approved heliport use to the Community Development Department. The report shall describe the frequency of take-offs and landings; the nature of the trips generated; the flight patterns and the number and subject of any complaints received. In reviewing the report and the file, staff may refer the permit back to the Planning Commission for review of the conditions of approval . The report shall be submitted no later than the last working day of 1991, 1996 and 2001. 5. Following review by State and Federal agencies, the applicant shall submit proposed flight patterns (takeoff and approach) to the Zoning Administrator for review and approval . The approved patterns shall be located as to minimize noise impact on nearby existing residential development. Hili- copters shall adhere to the approved flight pattern(s) . The following statement is advisory only and does not constitute a condition of approval . A.
