APPROVE and AUTHORIZE the General Services Deputy Director, or designee, to
execute a contract amendment with Interface Engineering, Inc. to increase the payment limit
by $50,000 to a new payment limit of $150,000 for as-needed engineering design services
for various energy efficiency projects, and extend the contract period through January 31,
2013.
FISCAL IMPACT:
100% General Funds reserved for capital expense. The annual utility savings at project
completion is estimated to be $29,000 to the General Fund.
BACKGROUND:
Interface Engineering, Inc. ("Interface") is currently under contract to provide as-needed
engineering design services for various energy efficiency projects. Interface and three other
firms were selected through an RFQ process conducted by the County for energy retrofit
projects. Interface was assigned two projects at the Martinez Detention Facility ("MDF"),
1000 Ward Street, Martinez to convert exhaust and supply fans to variable frequency drive

with fan tracking controls, and replace condensing units and tie them into the existing water
system. With these two projects, the originally approved contract limit of $50,000 has been
reached.
The proposed project is to replace (2) 225-ton water-cooled chillers with (2) 225-ton, air
cooled, centrifugal, multi-compressor, variable speed, high efficiency chillers. The
estimated annual utility savings from the new chillers is $29,000.
The chillers at the MDF are 30 years old. The typical useful life of the chillers is 15-20
years but because of regular maintenance, they have lasted 30 years. Recently, one of the
chillers broke down and will be out of service for a few weeks. The old chillers use R-11
refrigerant which was phased out by the Environmental Protection Agency. In addition,
R-11 refrigerant is expensive, hard to find, and soon may no longer be available.
Interface is familiar with the MDF and it is recommended that their contract amount be
increased by $100,000 to cover the additional services related to the MDF Chiller
Replacement Project. Any unused balance can be utilized for other projects or remain
unused.
CONSEQUENCE OF NEGATIVE ACTION:
Approving Amendment No. 1 will allow Interface to provide the additional services needed
for the MDF Chiller Replacement Project. If the amendment is not approved, and should
problems continue with the existing primary chiller and the backup chiller, it could
potentially result in complete failure which will be very disruptive and more costly to fix in
order to meet the cooling needs of the facility.
