APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with
Central Medical Laboratory, Inc., in the amount of $999,000 to provide blood withdrawal
services for the period September 1, 2011 through August 31, 2014.
FISCAL IMPACT:
$999,000. Budgeted. Approximately 85% of the costs will be reimbursed by the City police
agencies, which use this service. The balance will be partially off-set by fines and
assessments collected from individuals found guilty of alcohol/drug related driving
offenses.
BACKGROUND:
Central Medical Laboratory, Inc. (CML), has provided Office of the Sheriff with trained
phlebotomists to perform blood draws on the DUI (driving under the influence of drugs
and/or alcohol) subjects and for officers exposed to HIV (Human Immunodeficiency Virus).
The service of the phlebotomists is used, via CML dispatch, by all the police agencies
throughout the county. The blood samples are then forwarded to the Sheriff’s Forensic
Services Division for analysis. The Forensic Services Division pays CML for its work on a

monthly basis and all agencies who use the phlebotomists are subsequently billed for the
services costs and processing fees.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this contract with Central Medical Laboratory, Inc., will prevent the
Sheriff’s Office from performing blood withdrawal services on DUI suspects and Sheriff’s
personnel exposed to blood borne pathogens during the course of their job duties.
