APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Sheriff-Coroner, a purchase change order with Central Medical Laboratory, Inc., to increase
the payment limit by $177,650 to a new payment limit of $1,627,650 for blood withdrawal
services.
FISCAL IMPACT:
$177,650, 100% General Fund.
BACKGROUND:
Central Medical Laboratory, Inc. (CML), has provided Contra Costa County Office of the
Sheriff with trained phlebotomists to perform blood draws on the DUI (driving under the
influence of a drugs and/or alcohol) subjects and for officers exposed to HIV (Human
Immunodeficiency Virus). The service of the phlebotomists is used, via CML dispatch, by
all the police agencies throughout the County. The blood samples are then forwarded to the
Sheriff's Forensic Services Division for analysis.
The Forensic Services Division pays CML for its work on a monthly basis and all agencies

CONSEQUENCE OF NEGATIVE ACTION:
The Sheriff's Office will not be able to perform blood withdrawal services on DUI suspects
and Sheriff personnel who have been exposed to HIV-positive detainees.
