Approve and authorize the Health Services Director, or his designee, to execute and
transmit an application #29-521-3 to the State Department of Alcohol and Drug Programs’
Office of Criminal Justice Collaboration for the Drug Court Implementation (CDCI) for
funding in an amount not to exceed $386,762 for the County Alcohol and Other Drugs
Services Division Adult and Juvenile Drug Court Programs, for the period January 1, 2012
through December 31, 2012.
FISCAL IMPACT:
Submission of this Application will result in $386,762 from the State of California Alcohol
and Drug Programs’ Office of Criminal Justice Collaboration funds to provide alcohol and
drug treatment services for Juvenile and Adult Drug Court clients. An in-kind match of
$77,352 is required and will be provided through staff time funded by federal dollars.

BACKGROUND: (CONT'D)
treatment program for non-violent offenders, who are on probation or parole and who
re-offend or violate probation/parole status due to substance abuse. The Drug Court
programs represent the coordinated efforts of justice and treatment professionals to actively
intervene and break the cycle of substance abuse and crime by offering treatment instead of
incarceration to both youth and adults. This program also provides incentives to participants
who successfully make progress in Drug Court.
Approval of Application #29-519-3 will allow County to apply for funds to support eligible
participants to attend weekly court appearances and substance abuse treatment, as well as
submit to random drug testing. The funding will enable Alcohol and Other Drug Services to
fund treatment services for drug court eligible participants during the period January 1, 2012
through December 31, 2012, approval of board order resolution is required back to the State
as soon as possible.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the goal of the programs to provide evidenced-based
approaches to provide AODS and mental health treatment services to non violent offenders
as an alternative to incarceration and to both youth and adults eligible for drug court will not
be met.
