Approve and Authorize the Health Services Director or his designee, to accept, on behalf of
the County, Grant Award #28-637-16 (CFDA 93.918, 2H76HA00618-12-00) with the U. S.
Department of Health and Human Services (Health Resources & Services Administration),
to pay the County an amount not to exceed $244,776, for the Ryan White, Part C, HIV Early
Intervention Services Program, for the period from July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
Acceptance of the Grant Award will result in a payment to the County in an amount not to
exceed $244,776, from the U. S. Department of Health and Human Services (Health
Resources & Services Administration). No County funds are required.
BACKGROUND:
West Contra Costa County has been hard hit by the AIDS epidemic with 25% of those
living with AIDS residing in the City of Richmond. Unfortunately, a large percentage of
those living with HIV/AIDS are of low income having to rely on Basic Adult Care (BAC)
for their medical care, or forced to pay for their medical care, because they do not qualify
for BAC services. The

BACKGROUND: (CONT'D)
County’s AIDS Program work closely with other staff in Public Health as well as physicians
and medical social workers at Contra Costa Regional Medical Center and Clinics,
community-based partners, and private provider throughout the County to reduce the
transmission of HIV, improve access to health care, and to enhance quality of life for those
with HIV.
Approval of Grant Award #28-637-16 will allow the County’s AIDS Program staff to
continue to provide outpatient medical services to low-income HIV positive recipients in
West Contra Costa County through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not receive funds to assist the low-income
HIV positive recipients in West Contra Costa County with outpatient medical services.
