Approve and Authorize the Health Services Director or his designee, to accept, on behalf of
the County, Grant Award #28-346 (CFDA 93.501, 1HC12CS21848-01-00) with the U. S.
Department of Health and Human Services (Health Resources & Services Administration),
to pay the County an amount not to exceed $498,524, for the Affordable Care Act (ACA)
grants for the County’s Public Health School-based Health Centers Capital Program, for the
period from July 1, 2011 through June 30, 2013.
FISCAL IMPACT:
Acceptance of the Grant Award will result in a payment to the County in an amount not to
exceed $498,524, from the U. S. Department of Health and Human Services (Health
Resources & Services Administration). No County funds are required.
BACKGROUND:
HSD’s Public Health Clinic Services Program currently operates four (4) Mobile Medical
vehicles to provide health care services on school districts sites that served predominantly
low income families. This HRSA grant is specifically to be used to purchase two (2)

BACKGROUND: (CONT'D)
Mobile Medical vehicles to expand HSD’s School Based Health Care Services in Contra
Costa County. The school districts currently being served are Mt. Diablo Unified, Pittsburg
Unified and West Contra Costa Unified. The two (2) additional Mobile Medical vehicles
will enable the number of school sites receiving the health care services in these districts to
be expanded.
Approval of Grant agreement #28-346 will allow funding to support the Affordable Care
Act (ACA) grants for the County’s Public Health School-based Health Centers Capital
Program through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved County will not have the funds to purchase the additional
Mobile Medical vehicles, there will be no expansion of mobile medical services to school
sites not currently being served which will prevent the opportunity for increased health care
access to school aged children.
CHILDREN'S IMPACT STATEMENT:
HSD’s School Based Health Center program provides services to school aged children at
school sites that serve predominantly low income families. Working collaboratively with the
three large school districts in Contra Costa County a number of additional school sites, and
the children attending school at those sites, will have increased access to health care
services.
