APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the County's Zero Tolerance for Domestic Violence Initiative (ZTDV) to apply
for and accept funding from Kaiser Foundation Hospitals, Northern California Community
Benefits Program Division in an amount not to exceed $75,000 to support of the West
Contra Costa Family Justice Center for the period September 1, 2011 through August 31,
2012.
FISCAL IMPACT:
County to receive up to $75,000 from the Kaiser Permanente Community Benefit Grant. No
County match.
BACKGROUND:
Contra Costa County's Zero Tolerance for Domestic Violence Initiative is a lead partner in
the West Contra Costa family Justice Center (WCCFJC) Project. The Family Justice Center
is a one-stop center for victims of domestic violence, sexual assault, child abuse, elder
abuse, and/or human trafficking. The development of the WCCFJC is being coordinated by
the Zero Tolerance for Domestic Violence Initiative, STAND! for Families Free of

Violence, Community Violence Solutions, and the Richmond Police Department with the
support of the National Family Justice Center Alliance and the Blue Shield of California
Foundation.
CONSEQUENCE OF NEGATIVE ACTION:
Without continued funding, services could be curtailed at the West Contra Costa Family
Justice Center.
CHILDREN'S IMPACT STATEMENT:
Grant funding to benefit the West Contra Costa Family Justice Center will support all five of
the community outcomes established in the Children's Report Card: 1) "Children Ready for
and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable and Nurturing"; and, 5 ) "Communities that are Safe and Provide a High Quality of
Life for children and Families" by providing services to address domestic violence, sexual
assault , child abuse, elder abuse and human trafficking and supporting a healthy family
dynamic.
