APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to execute a revenue agreement amendment to accept funding from California
Department of Education, to increase the payment limit by $125,642 for a new payment
limit not to exceed $3,703,101 to support childcare and development programs
(CalWORKS Stage 2) with no change to the term July 1, 2011 through June 30, 2012.

BACKGROUND:
California Department of Education notified the Department on June 23, 2011 of the
2011/12 funding allocation for alternative payment / CalWORKS Stage 2 childcare
services.

BACKGROUND: (CONT'D)
Approval of this revenue contract will provide support funds for CalWORKS Stage 2
childcare services to program eligible children and families.
The State routinely amends these agreements to add funds and/or to update funding terms
and conditions. This amendment accepts additional funding from the State and amends the
funding terms and conditions to include an expanded definition of childcare and to increase
the child's eligibility age (from age 11 years to 13 years).
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not have funds to operate CalWORKS Stage 2 childcare
program.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
