HomeMy WebLinkAboutMINUTES - 09132011 - C.46RECOMMENDATION(S): APPROVE and AUTHORIZE the District Attorney, or designee, to submit an application and execute a grant award agreement and any extensions or amendments thereof, pursuant to State guidelines, with the California Emergency Management Agency in the amount of $438,506 for funding of the 2011 Regional Anti-Drug Abuse Program for the period July 1, 2011 through June 30, 2012. FISCAL IMPACT: Revenue of $438,506 Countywide; $168,800 to the District Attorney for prosecution services, $133,141 to the Office of the Sheriff for forensic services, and $136,565 to the Probation Department for supervision services. 100% State; Budgeted. Pursuant to State guidelines, the Program is governed by a Steering Committee composed of the District Attorney, Sheriff-Coroner, County Probation Officer, and the County Alcohol and Other Drugs Administrator, which allocates funding among participating departments. Boyd, Deputy cc: C. 46 To:Board of Supervisors From:Mark Peterson, District Attorney Date:September 13, 2011 Contra Costa County Subject:Approval to District Attorney to Submit Regional Anti-Drug Abuse Program Grant Application BACKGROUND: The Regional Anti-Drug Abuse Program has been in effect since fiscal year 1995/96 and funds three components including the District Attorney, Sheriff-Coroner and Probation Department. As in prior funding cycles, the State requires that a single application be submitted for each County; therefore, the District Attorney is submitting an application on behalf of Contra Costa County. The program will continue to concentrate on a prioritized and integrated drug enforcement effort coordinated through State-led Narcotics Enforcement Teams operating in the County. Grant activities focus on mid and high-level narcotics dealers and manufacturers, violent and repeat offenders, and drug trafficking gangs and organizations, to interdict the importation, manufacture and distribution systems which have, in recent years, become more sophisticated in their methods of operations. Grant conditions require that the County accept responsibility for any liability arising out of the performance of the grant award, including civil actions for damages, and supplantation is prohibited.
