SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Acknowledge receipt of this report from the County Administrator.
FINANCIAL IMPACT
Payment of stipends and mileage reimbursement to members of the
East County Regional Planning Commission and members of the San
Ramon Valley Regional Planning Commission would cost about
$38 , 320 per year. Payment of similar expenses for a West County
Regional Planning Commission, if created, would cost an
additional $16 ,700 per year. No such funds are included in the
current year county budget. If such funds were to be provided,
they would have to come from within the current budget for the
Community Development Department. If such reimbursement were
made effective January 1, 1987 , the cost for the balance of the
1986-1987 fiscal year would be about $19,000 for the San Ramon
Valley and East County Regional Planning Commissions. Review of
the department' s budget indicates that such costs could probably
be covered by projected salary savings.
Payment of stipends and mileage reimbursement. to Regional
Planning Commission members could set a very costly precedent for
numerous other Board appointed commissions and committees. There
are currently ninety-six ( 96 ) Board appointed advisory bodies.
For forty-four ( 44) of these bodies, the members receive some
form of compensation, mainly mileage reimbursement. Members of
ten ( 10 ) advisory bodies receive a meeting stipend ranging from
$10 to $75. Payment of stipends to members of all advisory
bodies would result in a substantial cost increase for which
there is currently no available funding.

BACKGROUND
On November 18, 1986 your Board requested our office to prepare a
report on the matter of paying stipends to members of regional
planning commissions.
Ordinance No. 86-47, adopted by the Board on June 10, 1986,
established the East County and San Ramon Valley Regional
Planning Commissions. The regional planning commissions were
established without provision for payment of stipends or mileage
reimbursement to the commission members. At the time these
commissions were formed, your Board determined not to provide for
any form of reimbursement to the commission members. That
decision was at least partly based on the fact that the
proponents of the regional planning commissions indicated that
the commissions could operate without reimbursement to the
members.
Members of the County Planning Commission currently receive a
stipend of $50 per meeting, not to exceed $300 per month, and
mileage reimbursement. Inasmuch as this reimbursement represents
adopted Board policy, the necessary funds are included in the
1986-1987 County Budget. The budget does not include any funds
for reimbursement to members of the regional planning
commissions. The estimated costs of doing so, as indicated
above, are based on the same level of reimbursement as currently
provided to members of the County Planning Commission and based
on a comparable number of meetings, workshops and field trips.
