HomeMy WebLinkAboutMINUTES - 12091986 - 2.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 9, 1986, by the following vote: AYES: NOES: (See Below) ABSENT: ABSTAIN: SUBJECT: Kaiser Health Plans In response to the Board' s request, Harry Cisterman, Director of the Personnel Department, submitted a report commenting on contract legality of withholding Kaiser premium payments and having open enrollment for dissatisfied Kaiser members as a result of the strike at Kaiser Medical facilities. The Personnel Director recommended that he be authorized to evaluate, through an employee survey, the quality of Kaiser Health Plan' s medical care, since the labor strike began on October 27 . Deborah Tupper, Social Services Union, Local 535 , expressed the belief that Kaiser was not providing the services as contracted for. She spoke about action being considered by Alameda County and other Bay Area counties which would require a rebate on premiums for services not being provided as a result of the strike. She urged the Board to negotiate with Kaiser for a rebate for under- provided services. Donna Gerber, California Nurses Association, requested the Board to- have open enrollment to allow those persons dissatified with the Kaiser Health Plan during the strike to enroll in other health plans. She expressed concern that Kaiser Health plan members may not be getting an adequate level of medical services as a result of the strike. Elizabeth Peterson, representing Local 250 , advised that she would like to participate in a survey on services being provided to Kaiser health plan members. Other speakers on the Kaiser employees strike were: Paul Kaatz, Contra Costa County Employees Association, Local I ; Charles Ridgell, a striking Kaiser worker. Supervisor McPeak advised that she supported the proposal for the conduct of a survey in which it could be ascertained that contracted services were not provided. Supervisor Schroder advised that he was not opposed to open enrollment but expressed reservations on the need for a survey. He advised that his office has received many telephone calls which did not include any negative comments on health services provided at Kaiser facilities. IT IS BY THE BOARD ORDERED that the Personnel Director is REQUESTED to conduct a survey of county employees currently enrolled in the Kaiser Health Plan to determine the quality of Kaiser' s medical care since the labor strike began. Further, the County Administrator is AUTHORIZED to contact Alameda County relative to the survey of their employees and of their efforts to obtain a rebate from Kaiser for lack of services provided. Supervisor Schroder advised that he would be voting against the motion because he is not sure of what the survey would accomplish. PASSED by the following vote: AYES: Supervisors Fanden, McPeak, Torlakson, Powers NOES: Supervisor Schroder ABSTAIN: None The Board then considered extending the open enrollment period for county employee health plans. Supervisor Schroder advised that he would like information as to how many employees changed from the Kaiser plan to another health plan. Board members being in agreement, IT IS BY THE BOARD ORDERED that the Personnel Director is AUTHORIZED to conduct another open enrollment for county employee health plans.
