SUBJECT: REQUEST FOR THE DAY AFTER CHRISTMAS AS A HMIDAY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept this report related to the request for the day after Christmas as a
holiday.
FINANCIAL IMPLICATIONS:
Acceptance of this report has no financial implications. However, there
would be significant financial implications of granting the day after
Christmas as a holiday. The estimated average cost of granting one day off
for all County employees is approximately $840 , 000, excluding special
districts and special overtime or holiday costs. Estimated holiday pay
costs exceed $100,000 .
BACKGROUND:
On November 18, the Board of Supervisors received a petition from a group
of employees requesting that the Board declare December 26 as a County
holiday. The Board referred the petition to the County Administrator' s
Office. It has been determined that the average daily cost of salaries and
benefits for County employees is .$840,000. This figure does not take into
account extra costs for overtime or holiday pay for twenty-four hour
operations, such as the Sheriff, Probation, or hospital. The extra pay for
these operations could exceed $100,000 . These significant costs would be
minimally offset by utility savings for those buildings which remain
closed.
To the extent possible, the Board attempts to keep all County offices open
to the public on business days. Frequently, when regular work days follow
or precede a holiday, accomodations are made for the maximum number of
employees to take vacation time off while other employees provide service
to the public as "skeleton crews" . This practice is continuing in the
current holiday season. A limited survey was taken after the Board
referral to determine the extent that departments are accommodating
employee vacation requests for December 26 . It was determined that
approximately 43% of the work force is planning to take off December 26.
The remaining staff will continue to provide services to the public.

Because the cost of declaring December 26 a holiday is so high, and because
County managers are already accommodating requests for that day as a
vacation day, it is recommended that the current plan be left in place. In
future years, if such an event were to be repeated, it might be appropriate
for bargaining units to bring them up as a part of a negotiated package, so
the costs and impacts could all be considered.
