Buck, County Probation officer `��lra COSta DATE; December 2, 1986 County SUBJECT: Application for Grant Funds to Establish an Adult Intensive Supervision Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION ( 1 ) Authorize the County Probation Officer, on behalf of the Board of Supervisors of Contra Costa County, to sign a grant award contract with the Bureau of Justice Assistance in the amount of $152,000 for an Adult Intensive Supervision Program. ( 2) Authorize program expenditure of $49 ,666 for the remainder of FY 1986-87 and appropriate offsetting new revenue from the Bureau of Justice Assistance. ( 3 ) Approve related program positions as detailed in P. 300 #14181 . FINANCIAL IMPACT This 100% Federally funded grant of $152 , 000 is for a period of 18 months, with a start-up date of January 1 , 1987 . The amount for FY 1986-87 (six months ) is $49, 666. The balance of $102 , 334 will be included as revenue and expenditure items in the Department' s FY 1987-88 budget. P. 300 #14181 has been submitted establishing the four positions for the project effective December 1, 1986 so staff recruitment may be completed by the January 1 , 1987 beginning date. Appropriation and Revenue Adjustment forms ( #5094 ) have been prepared to establish the needed funds for the project. BACKGROUND The Bureau of Justice Assistance (BJA) is funding four projects nationally to demonstrate the value of intensive probation supervision. Contra Costa County Probation Department has been selected as one of the grant recipients. The project in Contra Costa is targeted to deal with the significant drug problem in the City of Richmond and the adjacent unincorporated area of North Richmond. The project will be coordinated with the "Operation Clean Streets" program, inaugurated in October, 1985. The formal probation cases selected for this project will consist of probationers convicted of drug sales , possession for sale, possession, illegal drug use, or conviction of drug related crimes. The staff for the project will consist of 1 . 5 Probation Officers, 1 Proba- tion Aide, and . 5 Clerk. Staffing for this Intensive Supervision Program consists of two Deputy Probation Officers, one Probation Aide-Project and one 20/40 Clerk-Experienced Level. The Bureau of Justice Assistance grant will fund 1 . 5 Deputy Probation Officers, the Probation Aide and the . 5 Clerk. The Probation Department will fund .5 Deputy Probation Officer, since the 80 cases assigned to the project will equate to one-half of an existing regular Deputy Probation Officer workload. The Deputy Probation Officers assigned to this project need to be experienced as Deputy Probation Officers since they will need to make on-the-spot decisions about arresting probationers, putting probation holds on arrestees, etc. The staffing will cover seven days a week, and supervisors for the Deputy Probation Officers will not always be available. We are reassigning one current Deputy Probation Officer (Ernesto Molina) and plan to fill the second position with a selective certification from the existing open Deputy Probation Officer list for a Spanish-speaking Deputy Probation Officer (one is currently available who has 10 years experience as a Deputy Probation Officer in Alameda County) . We will then use the . 5 position created by this P. 300 to appoint a .5 Deputy Probation Officer to replace Deputy Probation Officer Molina, and will adjust the caseload accordingly. We will recruit and appoint a Probation Aide-Project, and will take our existing . 5 Clerk (D. Abasta) , who wants to work full-time, and assign her to the .5 Intensive Supervision Program position and the . 5 victim-Witness clerical position. We will then recruit a .. 5 Clerk position to replace Ms. Abasta in her current assignment. When this project is completed, the Probation-Aide-Project position will be cancelled and the incumbent will either transfer to the Group Counselor class (similar M.Q. ' s) , if a position is available, or be laid off. We will also cancel 1. 5 Deputy Probation Officer positions and the least senior Deputy Probation Officers (one full-time, one part-time) will be laid off, if no Deputy Probation Officer vacancies exist.
