Spooner, Contracts Administrator Cbsta DATE: November 25, 1986 COO SUBJECT: Approval of FY 1986-87 Contract Amendment Agreements to extend 20 Alcohol/ Drug Abuse/Mental Health Division Contracts through February 28, ,1987 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Gale Bataille) to execute on behalf of the County, twenty Contract Amendment Agreements effective December 9, 1986 to extend the present six-month automatic extension period (7/1/86 - 12/31/86) to an eight-month contract extension period (7/1/86 - 2/28/87) and to increase the extension period payment limits with these contractors, as spe- cified on the attached List of Contract Amendment Agreements. II. FINANCIAL IMPACT: These payment limit increases are fully funded in the Alcohol/Drug Abuse/Mental Health Division's FY 1986-87 budget and are variously financed by State program allocations and contracts, federal grants and Medi-Cal reimbursements, and County funding, including, in part, the $250,000 appropriation provided by the Board of Supervisors for cost-of-living increases for contractors' employees in FY 1986-87. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Completion of the full-term FY 1986-87 renewal (novation) contracts has been delayed by extended negotiations regarding the mechanism for distributing the $250,000 appropriation which the Board provided so that contractors' employees could receive a cost-of-living increase. Many contractors are presently facing a cash flow problem which impairs their ability to meet payroll requirements. These Contract Amendment Agreements will provide the additional funding needed to main- tain service delivery and to meet payroll requirements while the full-term renewal (novation) contracts are completed for FY 1986-87.
