SUBJECT: Approval of Submission of Special Needs and Priorities (SNAP) Funding Proposal
4129-448 to the State Department of Health Services for a Senior Medication
Education Project
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND .JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and Authorize the Chairman to execute on behalf of the County, SNAP Funding
Proposal 4129-448 for submission to the State Department of Health Services in the
amount .of $9,870 for the period March 1, 1987 - August 30, 1987 for a Senior
Medication Education Project which will provide information and education to care-
givers regarding drug use and misuse among the elderly.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $9,870 of State funding for
a Senior Medication Education Project. Sources of funding are as follows:
$ 9,870 State (SNAP Funds - Travel, Duplication, Personnel
and Translation Services)
12,011 County Inkind (Personnel, Space and Supplies)
$21,881 Total Program
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
There has been increasing concern in Contra Costa County about the side effects of
medications , especially neuroleptic medications, given to the elderly. Side
effects such as tardive dyskinesia are irreversible, and a large percentage of
elders residing in skilled nursing and intermediate care facilities, residential
care facilities , and those living independently (to a lesser degree) are taking
prescribed medications which could have damaging consequences. The Health Services
Department has responded to community concerns about this problem by establishing a
Drug Information Task Force which includes representatives from the Department,
Advisory Council on Aging, Ombudsman Office, Health Systems Agency, two skilled
nursing facilities, and residential care operators.
The County recently received notification from the State of Special Needs and
Priorities funding available to local jurisdictions for Senior Medication Education
Projects. The attached proposal is for funding to provide information and educa-
tion to caregivers regarding drug use and misuse among the elderly. The project
will be sponsored and coordinated by the Health Services Department and will be
monitored by the Drug Information Task Force.

This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
In order to meet the State's deadline for submission, draft copies of the SNAP
proposal have already been forwarded to the State Department of Health Services,
but subject to Board approval.
The Board Chairman should sign three copies of the application, two of which
should then be returned to the Contracts and Grants Unit for submission to State
Department of Health Services.
