APPROVE the Deer Valley Road Safety Improvements South of Chadbourne Road Project
and AUTHORIZE the Public Works Director, or designee, to advertise the project
[DCD-CP#11-10] Project No.: 0662-6R4030, and
FIND on the basis of the Initial Study and Mitigated Negative Declaration and all
comments and response therein that there is no substantial evidence that the project will
have a significant effect on the environment, and
ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan
in compliance with the California Environmental Quality Act (CEQA) (the custodian of
which is the Department of Conservation and Development Director who is located at 651
Pine Street, Martinez), and
DIRECT the Director of Conservation and Development to file a Notice of Determination
with the County Clerk, and
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee

FISCAL IMPACT:
The CEQA fees, payment to State of California and associated charges will be funded by
42% Prop. 1B Funds , 56.5% Federal HR3 Funds, and 1.5% Gas Tax.
BACKGROUND:
The purpose of this project is to widen and realign a segment of Deer Valley Road, an
existing arterial route in eastern Contra Costa County. The project will begin
approximately 1,700 ft. south of Chadbourne Road and end approximately 3,200 ft. south
of Chadbourne Road. The widening and realignment will bring the existing pavement
width and a curve within this segment of Deer Valley Road up to current design
standards.
The project involves several improvements: widening the existing travel lanes from 10 ft.
to 12 ft. and adding 6 ft. shoulders and 2 ft. of shoulder backing. The widening will
require roadway excavation to the depth of the proposed pavement structural section. An
existing curve will be realigned from a 1,000 ft. radius to a 2,000 ft. radius. The existing
centerlines of the road will be maintained entering and exiting the curve to minimize
earthwork and right of way acquisition. One culvert at the eastern end of the project will
be replaced with a new approximately 64 ft. long culvert along with a 5 ft. by 5 ft.
energy-dissipating rock apron located at the mouth of the down slope end of the culvert.
Existing roadside drainage will need to be reestablished further from the road centerline
due to the road widening to maintain existing drainage patterns. Barbed wire fencing and
underground utilities will be relocated further from the road. Thermoplastic center lines
and edge lines will be re-striped, and any existing signage will be relocated to allow for
the new widening.
The project will also necessitate one way traffic control with at least one lane open for
the majority of the work and a full road closure for seven consecutive days to facilitate
construction operations. The road closures and one way traffic control will take place
between the hours of 7:00 am and 5:00 pm Monday thru Sunday, or as approved by the
Resident Engineer to facilitate construction operations. At least one lane will remain
passable for emergency vehicles at all times. Real property transactions and utility
relocations will be necessary in support of this project.
Construction is scheduled to begin spring or summer of 2012 with an estimated 40
working days to completion.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and will
jeopardize funding.
